Does the dielectric constant of the dielectric affect the insulation performance?

What does the higher the dielectric constant indicate? Does it mean that the insulating material has better insulation? The dielectric constant is large, and the stronger the ability to bind electrons, should the insulation performance be stronger? But why say that when the dielectric constant is approximately equal to infinity, electrons become free. Is it equivalent to a conductor? Should the minimum dielectric constant be 1 (in a vacuum environment)?

The higher the frequency, the lower the dielectric constant.

The dielectric constant is equivalent to the point storage capacity of the conductor, so the smaller the better, the smaller the more insulating.

The signal propagation speed is inversely proportional to the square root of the dielectric constant. The smaller the dielectric constant, the faster the signal propagation. The dielectric constant of vacuum is 1.
